The final piece is likely the most difficult to secure, as it involves convincing several different tribes to join you at the Moot. Only then can you reclaim the last part needed to move forward.
How To Start Doubt Is A Lonely Place Quest

However, from what we experienced, it doesn’t matter which choice you make here as it will still complete Doubt Is A Lonely Place and progress through the Sleep That Never Comes main quest of the game.
