If you fail to take out a target in one hit, then every guard in town will know about it, and actively try to arrest you. I had this when I took out a sleeping target in a few hits, only for my escape to be hindered by a guard pulling me into the arrest dialogue while he was standing in a different room and talking to me through a wall.
