Here’s how you do.
How To Get The Otter Hood

Water is a constant obstacle during your travels, doubly so now that the new weather system is capable of causing lakes and rivers to rise and fall with the amount of sunshine or rainfall. At times, you will pass a river, and it will be nothing but dry ground, while at others it will rush so violently that one step into it will send you whisking away.
to navigate these waters without obscene amounts of stamina and plenty of items that cost precious resources to construct, you will need the Otter Hood,which is gifted to us after meeting the Scientist and connecting him to the Chiral Network.
Where To Find The Inventor With The Otter Hood
The Inventor is a tricky fella to reach, becausehis base is located on a small island with tar surrounding him on all sides. Sam can’t get through this tar by walking or using a vehicle if he wants to avoid drowning, so you’ll need to find another way.
Alternatively, if you have enough stamina and recovery items,it is possible to make it across by driving part of the way, dumping your vehicle as it sinks, and then moving on foot as fast as possible. That’s how I did it during my first playthrough.
As for the exact location of The Inventor,his island can be found directly north of West Fort Knot, past the Mine North of F1.If you keep following the monorail track and keep an eye on the left-hand side, you can’t miss it.
If you don’t want to risk drowning in tar, you canuse the monorail and drop just as it reaches the island, or keep an eye out for a zipline.
My advice is tokeep an eye out forlost cargobelonging to The Inventor prior to going to the island itself, since you’ll have some offerings in tow to immediately get him connected to the Chiral Network. This way, with enough likes, you won’t need to accept any new orders to get the Otter Hood.
How To Use The Otter Hood
The Otter Hood can be equipped like any other hat in the game bygoing into the menu and marking it as your standard hood. This way, whenever it rains from now on, you’ll wear an Otter Hood and react in all the expectant ways around the water,improving your swimming skills.
